Representative Espaillat Introduces the Uplifting Immigrant Students Act

WASHINGTON, DC  – On May 12, 2023, Representative Adriano Espaillat (NY-13), introduced the Uplifting Immigrant Students Act. 

"Currently, one of every four children in the United States is either a first- or second-generation immigrant, and as this population continues to rapidly grow, studies project that by 2050, more than one-third of the nation’s schoolchildren will be immigrants," said Rep. Espaillat. "Many schools around the nation are ill-equipped to address the unique needs for immigrant youth, many of whom are often dual-language learners and need support to develop English proficiency as well as continued development of their home language. My bill would expand resources to immigrant and multilingual learner students to ensure their path toward educational attainment and academic success."

The Espaillat bill would amend the Every Students Succeeds Act to:·     

Allows grant funds to provide educators and administrators with culturally competent and responsive educational training to support immigrant students and multi-lingual learners;·     

Allows grant funds to increase immigrant students’ and parents’ access to legal education, financial, and social services;·     

Disaggregate data collected on immigrant students by race and ethnicity to better identify and address their specific needs;·     

Continue to track the progress of former multi-lingual learners; and·     

Ensure that immigrant students, including multi-lingual learners, are taught in a way that is beneficial, without isolating them from other students.

“As a nation of immigrants, we must ensure immigrant students have access to the opportunities and services needed to succeed," Espaillat concluded.
