Brooklyn Borough President Antonio Reynoso has expressed concerns regarding the NYC Council's progression of the City of Yes for Economic Opportunity plan, particularly focusing on Proposal 18. In his statement, Reynoso questioned whether the city is being developed in a way that allows all New Yorkers to thrive regardless of their background or economic status.

Reynoso stated, “The Adams administration’s City of Yes for Economic Opportunity begs the question: ‘Are we building a city where all New Yorkers – regardless of background, economic status, or educational attainment – can succeed?’ And if it weren’t for Proposal 18 in City of Yes for Economic Opportunity, the answer would have been a clear ‘Yes.’”

He raised concerns about the relaxation of regulations around manufacturing districts without adequate analysis and planning. “By relaxing regulations around manufacturing districts and failing to provide critical analysis about existing conditions and how manufacturing districts will be mapped moving forward, Proposal 18 leaves the future of our city’s Industrial Business Zones (IBZs) in limbo,” he said.

Reynoso highlighted the importance of a thriving manufacturing sector for providing quality jobs that offer pathways to the middle class. He emphasized that without these opportunities, New York City risks becoming increasingly exclusive. He warned that "without a solid plan for how to protect jobs," addressing issues such as the housing crisis will become even more challenging.
