The City University of New York (CUNY) has reached a tentative labor agreement with the Professional Staff Congress (PSC), impacting over 30,000 employees. This agreement, covering both full-time and part-time faculty and staff, includes a wage increase of over 13% spread across nearly five years, alongside a $3,000 lump sum ratification bonus.

"This inclusive contract is a testament to our commitment to our teaching and non-teaching staff," said CUNY Chancellor Félix V. Matos Rodríguez. He expressed gratitude towards Governor Hochul and PSC President James Davis for their roles in finalizing the deal before the holiday season.

James Davis also praised the agreement: "I'm proud to recommend an agreement to PSC members that delivers gains for all faculty, staff and graduate employees at CUNY." He highlighted improvements in pay, working conditions, benefits, and equity raises for adjuncts as key outcomes.

Key elements of the agreement include wage increases starting at 3% in 2023 up to 3.5% by 2026. Adjunct lecturer pay will see an increase in 2026 with payment per course starting summer 2027. Paid parental leave will expand from eight to twelve weeks.

The welfare fund contributions will rise to support employee benefits and wellness initiatives. Additionally, several pilot programs such as multi-year appointments for teaching adjuncts will continue.

Upon ratification by union members, this contract would mean that all of CUNY's unionized workforce would be under collective bargaining agreements. Earlier contracts covered various roles including custodial staff and public safety officers affiliated with multiple unions.

Chancellor Matos Rodríguez met with PSC/CUNY President Davis along with other university leaders to sign the Memorandum of Agreement. The Chancellor acknowledged the efforts of several university officials who played significant roles throughout negotiations.

CUNY stands as a major urban public university in the United States with a strong focus on social mobility through education. Founded in 1847 as America's first free public institution of higher education, it serves more than 240,000 students across New York City's five boroughs.
