New York assembly passes bill for EV fast charging station plan

On May 17, 2024, Speaker Carl Heastie and Assemblymember Didi Barrett announced that the Assembly has passed legislation mandating the New York State Energy Research and Development Authority (NYSERDA) to devise a comprehensive plan for the installation of electric vehicle (EV) fast charging stations across the state. The bill is known as A.8869.

"The Assembly Majority is committed to building a cleaner, greener future for our state," said Speaker Heastie. "Having a comprehensive plan to build fast charging EV stations across our state will create the infrastructure necessary as more New Yorkers choose EVs, while reducing emissions and moving toward a greener, more environmentally friendly New York."

Assemblymember Barrett added that as an increasing number of people are switching to electric vehicles, it is crucial that New York has the necessary infrastructure and capacity to support this shift. "Having NYSERDA create a comprehensive EV fast charging station implementation plan will help us meet our ambitious climate goals, while getting New Yorkers where they need to go."

The legislation stipulates that NYSERDA must collaborate with the New York Power Authority (NYPA), the Department of Transportation, the Department of Environmental Conservation, the Department of Public Service and the Fast Charge NY Working Group to prepare an annual EV fast charging station implementation plan. This initiative aims to facilitate the construction of fast charging EV stations throughout New York State.

Furthermore, the bill establishes the Fast Charge NY Working Group which will consist of two members from statewide municipal organizations, environmental justice groups, statewide environmental groups, public utilities and charging station developers. The governor will appoint five members while four members each will be appointed by both the temporary president of the Senate and speaker of the Assembly.
