Torres’ comments refer to recent legal developments involving the temporary suspension of a freeze on federal support for child care and family assistance programs. Born in The Bronx in 1988, Torres is currently 35 years old and continues to reside in The Bronx while serving as a member of Congress. He succeeded José E. Serrano as representative of New York’s 15th district in 2021.
