The City of New York extended Emergency Executive Order No. 2.12 for five days on March 11, according to Emergency Executive Order No. 2.13 signed by Mayor Zohran Kwame Mamdani.
The extension continues the city’s response to a state of emergency first declared in October 2022, which led to the operation of Humanitarian Emergency Response and Relief Centers providing temporary housing for new arrivals. The ongoing state of emergency remains in effect as city agencies work on a plan to phase out the need for suspensions and modifications of existing laws and rules.
According to the order, previous directives issued before January 5, 2026 did not require a plan outlining steps to eliminate these legal suspensions. The current extension is intended to allow expedited development and implementation of such a plan.
The Department of Social Services and the Department of Homeless Services are directed, in consultation with the Law Department, to provide regular updates to the mayor regarding progress on implementing this action plan and efforts to reduce reliance on facilities operating under suspended regulations.
The executive order takes effect immediately and will remain active for five days unless terminated or modified earlier. An appendix attached lists all laws and regulations that continue to be suspended for any facility subject to this order.
