Espaillat has represented New York’s 13th District in Congress since replacing Charles Rangel in 2017 and previously served both in the New York State Assembly and Senate between 1997 and 2016. Born in Santiago, Dominican Republic in 1954, Espaillat has lived in Manhattan for many years and graduated from Queens College of the City University of New York in 1978 with a bachelor’s degree.
